fix: remove stale detection_rounds from controller - #62

The coordinator now uses sender_lease + detection_readiness tables. detection_rounds is no longer needed — detection is fully autonomous. Co-authored-by: cherusk <10729954+cherusk@users.noreply.github.com>
fetch_breeders_list() was called before create_table(), causing 'breeder_meta_data does not exist' on fresh test environments. Pre-existing bug from idempotent create feature. Co-authored-by: cherusk <10729954+cherusk@users.noreply.github.com>
