Legal: publish Hegemony Social Contract V3

Summary

Publishes the supplied Reworked Hegemony Social Contract as Charter V3 and moves the current Alpha entry-agreement bundle to:

• Social Contract: 2026-07-19-HEGEMONY-SOCIAL-CONTRACT-V3
• Entry agreement: 2026-07-19-hegemony-entry-agreement-v3

What changed

• Replaced public/social-contract/index.html with the full ten-article Charter V3 while preserving the legal-page layout, canonical route, repository link, and Security Policy link.
• Updated the Alpha Terms, Privacy Notice, browser gate, server policy, release tooling, and documentation to identify the V3 bundle.
• Kept the deployed accept_alpha_terms_v1 reducer and private alpha_terms_acceptance_v1 table wire unchanged for migration safety.
• Promoted V2 to immutable historical evidence and increased the bounded per-FID acceptance history from 3 to 4. The exact-current entry/gameplay checks require V3 only, so prior founders receive a fresh unchecked gate.
• Added docs/legal/2026-07-19-hegemony-social-contract-v3.md describing the V2 → V3 transition and re-acceptance requirement.
• Updated security and legal tests for the new document hashes, identifiers, gate copy, and acceptance-history bounds.

Deliberate non-scope

Articles II, III, and VII are text only. This PR does not implement sacrifice, token tribute/burn, premium-unit redemption, Ouster participation, IP-ban tooling, rewards, or any other forward-looking gameplay.
