Add service split migration script

One-shot migration that splits existing monolithic Google and Microsoft integrations into per-service integrations: connections are re-pointed with token reuse, policies are rewritten with coverage checks, and serving state is carried to the new slugs. Dry-run by default with per-org diffs; apply is fail-fast and resumable.
