test: make service-dependent tests portable

Summary

• choose a readable active system service at runtime for read-only test coverage instead of assuming nginx exists
• reuse that helper in status/show/start-time/restart-count/memory tests
• skip non-root lifecycle tests that need a controllable user service when no portable choice is guaranteed
