chore: tentative using tsnapi

Description

Tentative: replace scripts/generate-api-surface.js (and the extra DTS-only builds) with tsnapi - plugin on the sv tsdown build, CLI for sv-utils.

Draft: blocked on upstream fidelity gaps (namespace member signatures, unexported referenced types) - issues linked below.
