docs: align architecture references with v6.2

Summary

Reconcile the public README, package reference, and architecture handbook with the released v6.2.0/runtime 4.1.0 system. This corrects stale 13/17 counts, retired long-context and Composer terminology, project-estimation status, dual-architecture delivery, and the package skill inventory; it also makes stale-state reconciliation the final release-documentation step.

Boundary declaration

• No provider executor source, raw provider command, credential, private absolute path, retired package tree, downloader, or post-install hook is included.
• No native-runtime bytes changed; the documentation describes the already released signed dual-architecture artifacts.
• The change does not create a host-specific preset or provider-specific plugin.
