Deterministic no-AI Dependabot gate (mirror of workspace #2909)
Companion to sumitake/agent-collab-workspace#2909 (full rationale + Grok design review there). GitHub Models — the intended free reviewer — was retired 2026-07-30, so the Codex-review path is removed and replaced with a deterministic gate:
