Stale uci-ref after version bump

Dependabot updated the reusable workflow uses: pin to eb65d6d (v0.0.19) but left uci-ref on 1d50ef2 (v0.0.17). The assistant workflow checks out prompts from uci-ref, and UCI docs require that input to match the uses: ref, so this bump runs new workflow code against old prompts.
