Adds exact immutable Event configuration binding reads and compare-and-set attach/detach methods on the existing Events resource.
Integrates the current Performance Groups mainline and prepares the non-conflicting 0.6.0 release.
Verification: 76 tests, TypeScript, ESM/CJS/declarations, publint, and package compatibility checks passed.
