Adds exact immutable Event configuration binding reads and compare-and-set attach/detach methods on the existing Events resource.
Integrates the current Performance Groups mainline and prepares the non-conflicting 0.6.0 release.
Verification: 65 tests plus binary, source, and Javadoc release builds passed.
