Description

Addresses:CVE-2026-59873 CVE-2026-59873 CVE-2026-59874
Update tar to v7.5.22 with yarn up -R tar
This is a partial fix as not all dependencies can be updated.

tar upgraded to safe version except for transitive deps following backstage-cli and node-gyp. That is expected.
