I'm going to try something here: my theory is that we should not create a docs release for 0.13.1 since that devvit does not actually exist. I think the right move is to close this PR, run the |

[Mostly] Routine version bump*
*First attempt at cutting this 0.13.1 release went awry due to the docs versioning getting messed up with the 0.13 release. We ended up manually creating the 0.13.1-dev docs and starting the release process over - looks like the versions are incrementing correctly now
