Does the other part of #2367, along with #2370.
The Python script is based on the parser for changelog with the current action we use, designed to keep the same release format as current without all the complexity of the semantic release action.
I did test this myself and it did seem to work.
Feel free to close if you don't want this but with all the security issues and what not lately, I don't believe we should be using archived actions anyway.
