Implements the evidence/acquisition boundary, versioned cross-repository schemas, unified knowledge-pack workflows, deterministic intelligence bundles, policy and pricing evidence, scheduler-neutral change events, compatibility coverage, migration docs, and the 6.2.0 release metadata. Validation: 991 Python tests, 15 MCP tests, lint/typecheck, reproducible wheel and sdist, and isolated wheel smoke tests.
