Approved: scorecard now requires only product surfaces present in the checkout, with web-present/web-absent regression coverage.

Summary
Release context
The v6.1.0 tag run stopped before PyPI because every executed required gate passed, but the static scorecard still graded the deleted web surface as missing. No package or GitHub Release was published.
