remoteproc: Add soccp attached state check and skip on missing sysfs

- Add clean SKIP handling when /sys/class/remoteproc sysfs directory
is missing or has no remoteproc entries, instead of failing with
  misleading output
- Refactor subsystem state check to iterate remoteproc instance
instead of bulk counting running states
- Add soccp firmware detection: expect 'attached' state for soccp
and 'running' state for all other remoteproc subsystems
