chore(lint): enable no-new-func

What changed

Enables the clean no-new-func rule at error level and refreshes the generated repository map.

Safety and validation

• isolated worktree from the current non-master base
• one additive lint rule; no source or test changes
• lint: 2 pinned warnings / 0 errors
• unit tests: 469 pass / 0 fail under external-network denial with loopback fixtures
• typecheck, build, examples catalog, repo-map freshness, and git diff --check: passed

Target is claude/context-loops-bootstrap, never master.
