Remove Babel Related Features (#1123)

Vite 8+ can handle React Refresh Transform by Oxc and doesn't need Babel for it. With that, there are no transform applied that requires Babel. To reduce the installation size of this plugin, babel is no longer a dependency of this plugin and the related features are removed.

If you are using Babel, you can use @rolldown/plugin-babel together with this plugin:

Coupled with #138 — plugin-react 6 requires vite 7+, so these two can only land together. #212 does that, along with the vite.config.ts __dirname → import.meta.dirname change that clears vite 8's configLoader: 'native' deprecation warning.

The June deferral reason (rolldown failing to resolve openai from the renderer graph) is gone — #192 removed provider/OpenAI SDK code from renderer bundles, so no build.rolldownOptions.external migration is needed.

Closing in favour of #212.
