Upgrades to Fedora Core kernel packages, this is required as Amazon Linux doesn't include the GCP gVNIC module.

Some minor tweaks were required to the qemu flags so it can boot locally, but it's confirmed to work with aarch64 & x86_64 on EC2, and x86_64 on GCP. Both create valid attestations.

The systemd-boot stub is updated to match the Fedora Core package.

This includes tooling to create & manage GCP instances from the UKI boot disk, and also updates the EC2 tooling to support VMDK so the disk image upload is much smaller (~20mb vs 102mb)
