docs: integrate architecture approval package (#38)

Summary

• bind the authoritative architecture: assess the current state and quantify gaps #23–architecture: produce the dependency graph, milestone plan, and implementation issue breakdown #37 architecture artifacts into one review package
• record the package manifest digest, authoritative owners, consistency matrix, decision log, and risk/assumption register
• link the created implementation: reconcile repository governance and licensing #132–implementation: perform integrated platform and production acceptance #142 Todo implementation issues and preserve the architecture: integrate and obtain approval for the architecture package #38 human authorization gate
• record open governance: authorize and record public documentation review #2 as an independent blocker for maintained document approval and production publication

Classification

PUBLIC. This PR adds planning and governance metadata only. It contains no private source material, credentials, customer data, production mutation, or implementation.

Gate

This PR does not authorize implementation. After review and merge, Issue #38 must receive the exact explicit human decision for the referenced package. #132–#142, #40, and #115 remain blocked until that happens and until their own dependencies are satisfied.

Closes no issue automatically; #38 remains open for the human decision.
