Description
Add the documentation page for NicaiEmu, a Rust emulator for the Nicai/MStar CBE game format (MStar feature phones, 240x400 WQVGA, ARM/Thumb, XSE script VM).
Changes:
docs/library/nicaiemu.md— new core page (background, extensions, features, core options, controls, pointer input, external links), modeled on the core template.mkdocs.yml— new "MStar Emulation" nav section pointing at the new page.docs/guides/core-list.md— add the NicaiEmu row.docs/development/licenses.md— add the BSD-3-Clause entry.The core repo is https://github.com/jiangxincode/NicaiEmu and its core info file is being added to libretro-super in libretro/libretro-super#2061.
