repository-fanout の活動終了に伴い、配布物を除去する: - pre-commit 設定(.pre-commit-config.yaml)を削除 (検知は security.yml CI と GitHub push protection が担う) - security.yml を osv-scanner(sca)のみに縮小 (hidden-unicode / secrets / workflow-audit / policy と fanout 管理注記を削除) - CODEOWNERS / .gitignore の fanout 管理マーカーを除去(中身は維持) Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
