Summary

The weekly update-changelog workflow ran on 2026-05-25 without producing a PR, even though there were new releases. This PR adds the missing entries manually:

  • CLI v2.21.0 (released 2026-05-21): attest jira false-positive fix for multi-segment identifiers, and attest junit recursive directory walk + clearer non-UTF-8 error.
  • Platform (server releases from 2026-05-04 to 2026-05-26): consolidates user-facing changes since the last Platform entry — new environments listing UI with filters, Controls API, org deletion, Cloud Run Jobs GA, timestamp filtering on env events, plus a batch of performance, observability, and security fixes.

Test plan

  • mint broken-links passes
  • Reviewer spot-checks that no internal-only changes leaked into the Platform entry
