• chore: Update cert-manager libs and resources to 1.20.3

It's cert-manger with matching k8s.io/client-go version to our current dependency tree. I'll follow-up on updating EKB to the same version. It came first in EKB as the quiet old cert-manager version is unstable to install sometimes due to init container timing issues.
