Adds cc-powerpack — safety guardrails for Claude Code agents: pre-push secret scanning (gitleaks + regex layer), dangerous-command gate, and worktree protection, shipped as native PreToolUse hooks. MIT licensed, runs fully locally, 18 functional tests, one-command marketplace install. Entry follows the existing ✨ format in the Claude Plugins section.
