Adds missing runbooks (
client_crash,validator_duty_misses) and Prometheus alert rules. Updated based on review feedback: fixed schema mismatches (triggers,suggested_actions), replaced unsupported template variables with hardcoded eth-docker service names, corrected Lighthouse VC port to 5062, and moved Prometheus rules tomonitoring/rules/for proper scraping.
