The JS engine does not rely on material in any way, only the android app does, so the app should declare the dependency.
Includes gradle 9 + AGP 9 , remove explicit kotlin gradle plugin, update dependencies; update Also rebuilt .aar

Updates to the android js engine including dependency updates, minor cleanup, and other updates to match what Capacitor 9 uses.
