Add a new Banner component for short, prominent messages (announcements or promotions) with an optional header, an icon, a dismiss control, and a fixed-style call-to-action button. Ships in violet (default) and sea color treatments, and relaxed (default) or compact density. Bump the instructure-design-tokens dependency pin in ui-scripts to v1.8.0, which already contains Banner's token registration for both canvas and rebrand brand families across all four themes.
