Implements the policy override protocol defined by hexpm/specifications#78, regenerates the protobuf module, and covers round trips, malformed input, repository fetches, and unknown-field compatibility.
Validated with
rebar3 as dev compile,rebar3 fmt --check, and the full Common Test profile: 134 tests passed.
