Infrastructure-only isolated evaluator. Reuses prepared run 32400309220 and complete 128-shard embedding run 32402681183. No transcript extraction, no embedding recomputation, no scientific changes. Runs the untouched frozen V121 evaluator and uploads the decision JSON.
