Turns the Developmental Intelligence residual-intersection idea into an explicit architecture and minimal executable engine. Residuals carry verifier-supported constraints; intersections produce provisional latent obstructions only when not already satisfied by current operator closure. Includes minimality, coverage, novelty, and verification discipline plus a kernel closure-identity example.
