Roll dependency locks and action pins

Summary

• Refresh Cargo.lock to the latest Rust-compatible dependency graph.
• Update taiki-e/install-action full-SHA pins from the v2.81.8 commit to the v2.81.11 commit (15449e3094499af05d8d964a1c884208e4b8b595).
• Preserve existing manifest and workflow pinning style; no API or workflow redesign changes.

Dependency Notes

• Covered live Dependabot branches for regex 1.12.4, time 0.3.49, uuid 1.23.3, and taiki-e/install-action 2.81.11.
• Post-update cargo update --dry-run locks 0 additional packages; remaining transitive available signals are solver/upstream constrained (crypto-common via sqlx/sha2 and matchit pinned by axum 0.8.9).
• actionlint was run as an extra targeted workflow check and still reports pre-existing merge_group.paths-ignore and unused loop-variable warnings outside this dependency roll.
