Update Israel metadata for PayCall numbering allocations

Summary

This PR updates Israeli phone-number metadata based on official numbering
allocations issued by the Israeli Ministry of Communications.

Phone number metadata

• Add 0105 as an international dialing prefix.
• Add fixed-line support for:
  • 073-850XXXX
  • 073-885XXXX

The following allocated ranges were verified as already covered by the
existing Israel metadata:

• 02/03/04/08/09-385XXXX
• 03-387XXXX
• 055-802XXXX
• 055-862XXXX
• 1700-75XXXX
• 1801-75XXXX
• 1599-750XXX

Carrier metadata

Update the original carrier display name from BITIT to PayCall and add
the missing PayCall M2M carrier mapping:

• 055-16XXXXX
• 055-20XXXXX
• 055-21XXXXX
• 055-802XXXX
• 055-862XXXX

Validation

• git diff --check
• Metadata verification passed for every allocated range.
• The generated patch was successfully tested on a clean checkout using:
  • git apply --check
  • git am --3way

I've also attached the official Companies Registrar certificate confirming that BITIT LTD officially changed its legal name to PAYCALL TECHNOLOGIES LTD. :contentReference[oaicite:0]{index=0}

Although the legal company name is PAYCALL TECHNOLOGIES LTD, the carrier metadata was updated to PayCall, since resources/carrier/en/972.txt uses public carrier display names (for example: Pelephone, Cellcom, Hot Mobile, Golan Telecom) rather than full legal company names.
