Document the catch-up issue order (including Playwright CI cache as the next slice after the RR CVE bump) and the keep/do-not lists so later agents do not rediscover package 1 fallout or skip staging via dev. Pointer rule always attaches on catch-up work. Co-authored-by: Pat Needham <p@patn.dev>
