feat: add explicit controls for automatic onboarding tips

Summary

Add explicit controls to automatic onboarding tips so users can dismiss individual tips permanently or jump directly to the global guidance setting.

Changes

• Add Got it and Tip settings… actions to discovery and shortcut-coaching tips.
• Keep Show as the primary action for the toolbar-hidden recovery tip.
• Make the toast body dismiss two-action tips for the current run only.
• Permanently suppress the relevant tip after using the board picker, zoom chip, or Canvas popover.
• Preserve the existing three-appearance limit for unattended tips.
• Persist acknowledgements without introducing a new onboarding schema version.
• Disable automatic guidance for the session and show a warning when progress cannot be saved.
• Preserve existing behavior for warnings and other single-action toasts.
• Support identical target-aware interactions for pointer and touch input.
• Ellipsize long messages while keeping both action chips visible on narrow screens.
