fix: Persist onboarding notices and add tip controls

Summary

• Add ui.show_onboarding_hints and a Configurator switch for disabling automatic first-run guidance, discovery tips, and shortcut coaching.
• Keep manual tours, capability diagnostics, and real configuration warnings available independently.
• Persist skipped-default shortcut acknowledgements so each exact informational diagnostic appears only once.
• Surface onboarding persistence failures and suppress automatic hints when progress cannot be saved, preventing repeated tutorial loops.
• Route “Tip settings…” actions directly to the relevant General UI setting and make it searchable by its label, config key, and related terminology.
• Avoid enrolling completed pre-v6 profiles in newer status-bar, Canvas, and zoom tips.
• Clarify the current F9 toolbar toggle and F2 display-cycle behavior in documentation.
