fix: delegate legacy data collection

• Replace calls to missing template conversion scripts with the maintained DP-GEN collector.
• Preserve the legacy helper entry point as a deprecated wrapper using shuffled, per-system output.
• Point users to dpgen collect and add delegation regression coverage.
