fix: honor job-local LAMMPS time settings

• Resolve per-job dt, neidelay, taut, and taup before workflow-wide defaults.
• Stop overwriting a parsed job-local timestep with model_devi_dt.
• Add dt to the strict model-deviation job schema so the supported override can be configured.
