Adds a design doc for #183, closing the gap between the fleet overview and unhealthy-workload triage workflows the issue asks for and the per-project support view already shipped in #219 and #232. Key points: - Maps the issue's three workflows against what's shipped vs missing - Proposes a third portal.page/platform extension on the existing provider plugin, reusing its data path and schema (no new API) - Keeps scope tight: no telemetry-based health, no alerting, no new backend or credential

Summary
Support and platform ops have no dedicated way to see what's running across the compute fleet or spot unhealthy workloads before a customer reports them. The per-project support view already shipped (#219, #232) covers troubleshooting a known workload, but nothing surfaces a fleet-wide, health-scoped list. This proposes adding a third extension to the existing provider plugin: a cross-project Workload list sorted by health, reusing the plugin's existing schema and data path with no new API or backend.
