Adds a root-level
PROJECT_PROMPT.mdas the durable brief for future work: product summary; the core rule (agents recommend / deterministic code decides / humans approve / verification proves); shipped architecture; dashboard routes; API contract; safety boundaries; golden path; verification criteria; local run/demo; current status (#99 + #100 shipped, #101 docs wording, production deployed once from combined main). Docs-only — no code, no secrets, no skills vendoring. Kept separate from #101, which is narrowly scoped to approval-gate wording.
