feat(ci): add dependabot auto-merge workflow template

Adds a reusable dependabot auto-merge workflow template:

• Template: .github/workflow-templates/dependabot-auto-merge.yml + .properties.json
• Gated: auto-merge only for dependabot/jules bots with the `automerge` label
• Tests: +1 test for the new template (35 total)
• Template YAML/JSON validated, trailing newlines OK
