Gates the dependabot auto-merge workflow behind an `automerge` label requirement. Dependabot PRs will no longer auto-merge by default — they must be explicitly opted in by adding the `automerge` label.
This prevents the auto-merge workflow from merging PRs unexpectedly (as happened during the PR sweep when 3 PRs merged themselves mid-sweep).
