Add HRA Masters Points Series calculator and visualizer

Adds a points engine for the Florida Masters Rowing Association (Halifax Rowing Association - HRA) Points Series.

• Calculator: HRAPointsCalc.ts — implements the modified US Rowing Points System per HRA rules
• Visualizer: HRAPoints.tsx — renders overall, sweep, and sculling standings side by side
• Tests: HRAPointsCalc.test.ts — 50 tests all passing

Key rules implemented:

• Points awarded to all non-composite finishers regardless of entry count
• Composite crews are ineligible
• Only A finals count
• Separate sweep and sculling standings
