Summary: add BASE_CLI_PRIMARY_LOG as a best-effort shared sink for DEBUG-level Bash diagnostics while preserving terminal verbosity. ## Validation: base-bash-libs tests/validate.sh (302 tests). ## Issue: Closes #185; supports basefoundry/base#1682.
