The implementing PR (#669) has merged, so ADR-020 moves from `proposed` to `accepted` per the lifecycle in docs/decisions/README.md ("A decision starts as proposed during RFC discussion and moves to accepted when the implementing PR merges"). This is normal lifecycle progression, not a post-acceptance refinement: the decision `Date:` is unchanged and no Changelog/Last-updated is added. Starlight mirror regenerated via docs:sync.
