Updates `test_runner.py` to correctly mock unidecode, filelock, and peewee models, fixing various import errors. Updates `web/src/utils/dateUtil.test.ts` with regexp assertions to handle variation in `Intl.DateTimeFormat` across node environments. Updates `.zektopic/optimization_and_issues_report.md` and `Jules/improvements.md` with status discoveries and findings.
