Create Registered Report

Overview

This PR covers several aspects of the create registered report portion:

1. When the notification is sent out (not available yet), it will send the user to the Accept Journal Entry page, which will create the Note (notebook draft template) for the registered report through the API endpoint.
2. In the notebook, the user can edit the registered report, authors, topics, and cover image (it will pull in the currently existing information from the proposal itself), and then the user can publish it.
3. Note: as per new requirements, there is no manual way to create a registered report, it is strictly through the notification/email->accept journal entry page.
4. Once the registered report is published, it becomes read only, and is unable to be updated.
