lgtm! Lots of information and ideas. These proposals should trigger good discussions and can be refined into one or more concrete project each.

Recommendation would be to do all of the above, right? Maybe we can make more personalized recommendations, based on each individual's situation.
- move your morning run to 6am instead of 7am
- check on you grandma at ~8am, 12pm, 6pm etc.
Not sure if there's any trade offs in the choices individuals have to make.

Ideally the recommender system would give suggestions depending on the person personal situation, health, time of day, position etc.
I suppose if you give the person all of the indications at once, they would just dismiss it, or do just a couple. Instead receiving notifications depending on the situation might be more useful (it also depends if the person is not annoyed by notifications).

I wonder if we should split into 2 projects: one for individuals, one for administrators. They share some context but have different objectives.
For administrators, there's a clear trade-off between cost of interventions / number of people that are rushed to the hospital. A model could help administrators choose the best actions given their budget and their context.

Even in the short term the quality of the decisions is probably reflected directly in the number of people that reach out to emergency services within the next 24/48h, maybe up to a week.

Looking at the actions in particular, some resources show what works for some cities. The goal of a project could be to apply what works for a city to other cities with similar context. And what should they prioritize.
