Use a shared username formatter across embed authors and response text. Preserve discriminators for bot accounts only.

This fixes the outdated instances where
<username>#<discrim>is used to simple show just the username. Unless of course its somehow a bot invoking the command, then we keep the same<username>#<discrim>display.
