main is still JMEOS 1.3; the entire 1.4 generated surface lives in open PRs. Add tools/pin/compose-order.txt (the canonical fold manifest of the composing PRs, with the disposition of every open PR) and codegen/GENERATION.md (the per-binding generator policy: JMEOS owns the raw-FFI generator only; facades and the Spark-Connect registrar are generated in their consumer bindings).
